Regulatory classification and conformity evidence may support admissibility, but execution still requires valid authority, current evidence, continuity, binding, and a preserved outcome record.

The library does not flatten every authority into a universal framework. Each instrument must remain within its declared function and legal or institutional boundary.

Map the relevant requirements, functions, principles, or controls to the declared use.
Attach attributable evidence demonstrating whether each mapped condition is supported.
Compare overlapping authorities without collapsing distinct definitions or obligations.
Issue a bounded governance determination supported by the preserved evidence state.
Translate the determination into ALLOW, HOLD, DENY, or ESCALATE execution conditions.
Preserve the source, evidence, decision, execution, outcome, and later revalidation history.
