Governance identity entered the TA-14 public Registry

The TA-14 Execution Authority Boundary Architecture (EABA) is a governance architecture for determining whether a proposed consequence-bearing action has sufficient current authority to cross from decision into execution. EABA separates a system’s ability to know, recommend, calculate, or request an action from its authority to commit or execute that action. It establishes an explicit execution boundary at which identity, target, scope, standing, binding, evidence, and other required execution predicates can be evaluated before protected consequence occurs. EABA is intended for AI systems, autonomous and agentic systems, digital infrastructure, building and environmental controls, institutional workflows, and other environments in which a technically possible action must not be treated as automatically authorized. Where required execution conditions are absent, stale, contradictory, unverifiable, revoked, or outside authorized scope, the architecture preserves a governed refusal path rather than allowing silent assumption or correction. EABA operates within the broader TA-14 principle: No admissible evidence. No admissible execution. Its purpose is not to determine that an underlying decision is substantively correct merely because execution is technically possible, but to govern the boundary at which authority for consequence must be established before execution proceeds. EABA v1.0-RC1 is a release candidate and is not represented by this registration as technically frozen, certified, production-ready, or as independently demonstrating implementation conformity.
