TA-14 does not replace the system.
It governs the consequence.
TA-14 is an execution-governance layer between systems that know, calculate, recommend, authorize or command and the consequential action those systems are about to cause. Native infrastructure remains native. TA-14 tests whether the evidence and authority supporting the exact consequence remain admissible at commit and execution.
01 · WHAT EXISTS BEFORE TA-14
Keep the systems already doing their jobs.
TA-14 is not a replacement BMS, BIM, CMMS, identity provider, sensor network, AI model, workflow engine or statutory authority. Those systems provide native facts, context, identity, policy, recommendations and command capability.
Asset, space, equipment, work-order and relationship context.
Who or what is acting, asserted role, credential and delegation.
Native automation, sequences, command paths and actuators.
Recommendations, calculations, classifications and proposed actions.
Native limits, competent authority, operating rules and consequence conditions.

A system can be semantically correct, technically interoperable, authenticated and capable of issuing a command while still leaving unanswered whether that command is authorized to execute against the current reality.
03 · WHAT TA-14 INSPECTS
The execution predicate must survive all the way to commit.
What is true now?
What evidence represents that reality?
Is the evidence still current through the decision interval?
What does that evidence actually support?
Is evidence + identity + authority explicitly bound to this asset, action and context?
What exact state is frozen immediately before consequence?
04 · WHAT TA-14 CAN STOP
Absence of refusal cannot silently become permission.
The exact consequence is supported by current admissible evidence and bounded authority.
A predicate may be valid but must be revalidated before execution.
The proposed consequence is outside established evidence, scope or authority.
The architecture cannot establish a sufficient determination and routes the unresolved boundary.
If a material condition changes after an action is authorized but before it executes, what would the native system do if nobody and nothing explicitly said HOLD? TA-14 requires that changed reality be evaluated before prior authority is trusted again.
05 · WHAT TA-14 HANDS BACK
Execution is not the end of the record.
What was ALLOW / HOLD / DENY / ESCALATE, based on which evidence and authority state.
What actually executed, what physically or institutionally happened, and whether the expected outcome was established.
Artifact closure bounds the prior claim. A later action requires current reality and revalidation rather than silently inheriting old permission.
06 · ONE-SENTENCE INTEGRATION TEST
TA-14 establishes whether the evidence and authority permit this exact consequence to execute now.
