HOLD

The evidence or authority may have been valid earlier, but sufficient standing is not established now.

THE QUESTION IS NOT ONLY “WAS IT VALID?” · THE QUESTION IS “IS IT VALID NOW?”

ADMISSIBILITY

A record is not automatically admissible evidence. TA-14 asks whether the evidence is sufficient for this specific consequence.

AUTHORITY

A recommendation is not permission. TA-14 asks whether legitimate authority exists, remains in scope, and permits this consequence.

STANDING

A determination that was legitimate earlier may not remain legitimate now. TA-14 rechecks the relationship between evidence, authority, actors, systems, conditions and consequence.
