TULSHEKAR'S IMPLEMENTATION CANDIDATE
The proposal separates decision from execution, evaluates policy and risk, cryptographically binds an approved action, and independently validates immediately before execution. Tulshekar has since clarified that this final certification is intended to answer whether the action is valid now and to revoke it if that validation fails.
TA-14'S POSITION
A signature can establish object integrity and issuer identity. Tulshekar's clarification moves the examination to the next question: what predicates and evidence must the final validator establish for valid now? TA-14 tests whether evidence is current, continuity survived, authority still stands, the exact action remains bound, local execution authority exists, and the outcome will be preserved.

Tulshekar clarified after reviewing the examination that the certification process is validated immediately before actual execution and is revoked if it is no longer valid. This materially narrows the examination. The open question is no longer whether present-time revalidation exists, but what exact evidence and predicates the validator uses to establish valid now.

For a formal examination, the implementation candidate should become an exact frozen object with a neutral proposition, explicit falsifiers, defined authority assumptions, test scenarios, expected evidence, stop rules and preserved outcomes.
