ENGINEERING RESPONSE
The exposed gap became a bridge-building requirement.
In his preserved Participant Review, Timothy E. Zlomke states that the evidentiary boundary directly influenced the subsequent Harmonic engineering work. Rather than altering the frozen implementation, a separate Version 2 lineage was begun around stronger institutional evidence objects and replayability.

WHY THIS ARTIFACT MATTERS
The Exchange worked exactly as intended.
This is the first externally registered governance execution artifact connected to an outside governance identity in the Exchange. Its value is not that TA-14 declared Harmonic "right" or "wrong."
