The provider candidate set actually established is frozen before TA-14 evaluates it. Original provider rank remains immutable from capture through determination and delivery. A requested window of 10 never implies that 10 candidates were returned.

TA-14 does not choose what Google returns. It requests a bounded window of up to ten candidates, preserves exactly the candidates the provider establishes, then governs whether each has sufficient standing to cross the delivery boundary. Missing positions are never treated as rejected candidates.
